We are delighted to invite you to the Arizona Court Interpreters Association (ACIA) 2025 Summer Plenary in the scenic city of Flagstaff, Arizona. Come join us on June 28th, 2025, for a day of insightful discussions, professional development, and meaningful networking with fellow interpreters and legal professionals. This will be a language neutral program.

Bios



Honorable Ted Reed, Presiding Judge for Coconino County Superior Court

Judge Reed was elected to serve as a Superior Court Judge in January 2019.  His caseload includes criminal, civil, probate, and Coconino County Recovery Court.  Judge Reed was appointed as Presiding Judge in January 2024.  Judge Reed began as a pro tempore Judge for Coconino County in 2011 with family law, juvenile delinquency, and Recovery Court.  Before becoming a judge, he was a felony prosecutor in Coconino County, a private practice attorney in criminal defense and family law, and he taught in the Criminal Justice Department at NAU and for the U.S. Forest Service Law Enforcement Academy.



Sydney Ciarniello, Mental Health Court  Coordinator and Clinical Liaison

Sydney Ciarniello began her career at Adult Probation, working with individuals who are seriously mentally ill, which led to working in the Justice Court Mental Health Court. After six years at probation, she moved to Superior Court as the Mental Health Court Coordinator and Clinical Liaison, responsible for creating the new Superior Court Mental Health Court and maintaining the program thereafter. She is also responsible for working with competency cases coming through the Superior Court. Mental Health Court has been running for three years and has an active waitlist.



Brooke Sipek, Integrated Family Court Coordinator

Brooke Sipek began serving as the Integrated Family Court Coordinator in January 2023. She holds a bachelor’s degree in social work from Northern Arizona University and a master’s degree in emergency services from Embry-Riddle Aeronautical University. Brooke recently expanded her responsibilities to include the role of Veterans Court Coordinator, while continuing her work with Family Court. Prior to joining the Superior Court, she supported family readiness programs for the Arizona Army National Guard at Camp Navajo.

 


Juliana Bibee, Alternative Dispute Resolution & Conciliation Court Coordinator.

Julianna Bibee began serving as the Alternative Dispute Resolution (ADR) and Conciliation Court Coordinator in November 2024. In this role, she provides accessible, fair, and supportive resolution options for families and individuals involved in civil and community disputes. Before joining the court, Julianna worked with the Arizona Department of Child Safety in several capacities, including as a Young Adult Program (YAP) Specialist, Investigation Specialist, and Supervisor. Her work focused on supporting vulnerable populations, guiding families through conflict, and promoting well-being. She is dedicated to helping empower people to move forward with clarity and confidence.



Amanda Black, Executive Director

Amanda Black is originally from San Diego but lives in Flagstaff where she moved to pursue her PhD in Applied Linguistics from NAU. She received her Master’s in Applied Linguistics from San Diego State University and has taught ESL, Adult Education, and College Composition in Arizona, California, Thailand, and the Republic of Georgia. Amanda is a fervent advocate of lifelong learning and believes strongly in literacy for all. She is delighted for the opportunity to contribute to The Literacy Center.



Grace Vaughan, Child and Family Program Coordinator

Grace Vaughan was born in Northern Arizona and raised as a world-traveling third-culture kid by her missionary parents. Before age 25 she had spent significant time in 18 countries, developing a deep love and appreciation for humanity across the globe. Grace earned a Bachelor of Arts degree from Northern Arizona University and holds certification as an Arizona Legal Document Preparer. Outside of her nonprofit work, Grace enjoys home projects, hiking, playing games with friends and family, spending time with her husband and three sons, and being involved in her small-town community.
